If I were UKVI, I will refuse the application too. The hard truth. You cant use Certificate of naturalisation as a proof of ID. A proof of ID must have your picture and a proof of address will have your address. You have only provided proof of address and not proof of ID.

Hi, what form did your wife fill for her ILR? If she has filled Set (O), it should follow the same patern as they are both dependants.
