If she is in the country currently on ILR , has held this continously for 25 years, and has not breached the terms of her ILR in any way, then I would imagine she would be OK to apply for naturalisation. I'm glad I wasn't the only person thinking that. It then raises the question about how it wasn't picked up at the airport on her return to the UK.

I'm a little confused. If she had ILR and then left the country for 7-8 years, then doesn't she lose her ILR given that she did not spend the requisite period of time in any year within the UK? Or am I thinking of something else here?

My personal opinions are:

1) 01/01/2008 - 31/12/2008
2) Yes. 2 passport sized photos need to be submitted in line with the guidance.
3)Not necessarily, but I would submit it in any case.
