That is a violation of the directive (2004/38/EC). The visa cannot be denied unless they genuinly believe there is no true family relation (scam marriage). Indeed but it's always best to get a visa in advance. Issued for free, as soon as possible (max 15 calendar days, if an appointment is required for an application it should be granted within 2 weeks). If you don't, expect a lot of hassle and possibly unlawful denial to board!

See the sticky on EU/EEA family members. You should have a " family member of EU/EEA national" resident card issieud by the UK. You can travel visa free to other EU/EEA nations.

As his wife they should grand them "every facility" (see the Schengen handbook) so regardless of visa type any Schengen embassy (in this case the Dutch) should be able to help her getting that free visa for a EU/EEA family member.

I wish I could help but my knowledge is not sufficient. I do not think you can apply for a residence permit (is that what you want?) or for a special visa. Only a normal 90 day visa for tourists.
