The IP address you mentioned was reported for spam abuse . You can ask your ISP for a change if your IP is static. Whoever used to have this IP before seems to have abused it.

Atleast where I'm looking I can see that it is filed under SMTP spam mail abuse and some DDOS attempts.

If you have been working ever since your arrival to the UK then you're eligible for PR. It costs £65 to apply . After you get your PR then wait for a year , then apply for BC :) What is applied for is confirmation of PR. (PR is acquired automatically by a qualified person exercising treaty rights)....

We applied on the 16th of August , After HO visit we haven't heard anything back. HO visit was on the 25th of January. Is this normal ? :/ That is quite normal mate since they tend to do these visits durong the 5th month ... the package must be already on the way why dont you call them and check ? ...
