There's no problem that you apply for a residence card in Ireland and your application won't be turned down purely because you have been refused by UK before. It takes them ages to reply an email. It may not be a good idea to expect getting back from them within days. Have you tried give them a ring? Or even you can pop over to Burgh Quay and probably talk to them directly.

The list requested looks pretty straightforward apart from 4 and 7. As I understand your parents don't need to prove they had any sort of legal status while in UK with you, plus if you are working, they shouldn't be required to provide proof of health insurance.

Regarding EU family member does not need to obtain a 'certain type of visa' in order to apply for residence card after landing. Could someone please point me the exact wording in law?
