I had to pick out the Application Support Centre in the USA from a provided URL. I then sent an email to a provided email address, they then set up the appointment. From start to finish was one week.

It took me a week from the time I was advised to set up the appointment to completing the biometric appointment. (UKM application, NY area)

Trying to understand your situation, both mother and father are naturalized UK citizens? So you wouldn't need form UKM as you would inherit citizenship via your father. Yes they are operational in the USA!

I completed my Biometrics for form UKM today. I had my passport card since the passport is in the UK. The guy said I did not need the passport. I think as long as you have ID you should be fine.
