I answered it NO as I believe they are asking about any social and culture ties so for that you have to visit frequently.

Very confusing and I dont understand the need of it.

Again you are looking at wrong category of Test , you need IELTS Life Skills at B1 level , which is equal to 4.0 Band score , only listening and speaking sections are required to pass ... your academic test will not be accepted ... it is mentioned on British council website clearly ... It must be B1 English for ILR and the test and test provider must be on the current HO approved list if you want to use an expired test. Thanks CR001. for 3.1 you said Cat A. But I would be in new employment at the time of application which would be less than 6 months old. So I believe I need to add 2 or 3 employement income from the last 12 months so satisfy the requirement.
