No council will put a persons name down on any agrrement if the person is not present and settled in the UK. Agree. I have found another poor soul who was in a similar situation and only got everything sorted 7 months after his appeal was allowed and even then it was due to MP involvement.
Here's hoping I get a swift reply to my MP enquiry.

this is not secret amnesty, the same article (with slightly different wording) has been in the world for the past about 2 years. As said above this is a case resolution program to clear a backlog of failed asylum and outstanding asylum applications.

I can't go the legacy route as I never claimed asylum. Apparently legacy route is not just for asylum cases but for human rights as well. And to think that have you applied for asylum you'd have most likely qualified under 2003 family amnesty. I never claimed asylum either so missed on that as well...

when did he applied for asylum? Do you know if he is a "legacy case" now? If he is, then I wouldn't hurry going back home.
If you don't know whats legacy case, search Case resolution directorate on this forum or google it up.
