you need to plan atleast 4-5 hrs for submission. if you queue at 6am ish-, then you'll finish by 10am ish if you queue at 730am ish, the you'll finish by 12:30 ish now plan accoordingly. collection is pretty easy, just submit anytime before 12:30..don't arrive too early as you have to queue unneces...

Getting your name on the electoral roll is helpful and also ask him to put your name on the council tax bill, that will be very helpful when trying to add your name to any bank account. most councils do this quickly and can print it off for you to show to any bank.

Dependent children would mean children who are dependent on you eg under 18 living at home or children at college who still rely on you. A child who is married is usually not be dependent on you, but if for some reason they are then include them.

Usually you would not apply more that 3 months before your intended travel as a visitor. You do not say how long you have spent in the UK during the 2 years of the visa, that may have some bearing on how the application is considered too.
