I'll bump this topic once. This question is really interesting, IMO.

One of my colleagues will go to OVRO next week and ask officer about it. He is in the similar position (2+ active passports).

It's really weird. New rules for tenancy agreements were implemented recently. All landlords must confirm the "right to rent" of potential tenants and keep records of relevant documents. From my personal experience: 1) ISA is available only for UK tax residents. 2) Savings accounts are available for UK tax residents too. You can travel to Nothern Ireland - it's a part of UK.
But you'll need another visa to travel to Ireland (where Dublin is) - it's a separate country.
