If a green card was abandoned with or without your knowledge is highly unlikely that you will ever get a green card again. Feel free to do some research online, plenty of cases similar to yours.

Yes, if you and your EU wife do not have a tenancy agreement get some sort of letter from your landlord or flatmate so you can send that instead with your EU1 application.

That sounds very strange! The Stamp 4 should've been issued when you met the immigration officer, I guess you are right - you were the unlucky ones that day. I would challenge their decision, if you go to their offices in Dublin and request to meet with a manager at counter 15 (sometimes counter 14)...
