If there had been any problem, they would have contacted you already. Two possibilities: they have not touched your application yet, or you will get your letters/BRP suddenly.

This email suggests that it is hopeful to get some refund. From their service adverts, the super priority is within 24 hours and the priority is within 10 working days. I would suggest you to call them back and not mentioning you have got emails. Each time you will meet different person so no worry, just to make sure that they note down your details. After the call, I got an email saying that my application is still within standard public time etc. It implies that they had not touched my application. But just few minutes later, a caseworker contacted me about my application. So, obviously calling contact centre does help making things move.

This is a risk and I know at least one member being in the same situation as yours having had to cancel the application (then claim for refund) and re-applying within 28 days of qualifying period. Try again, option 4 and then 1. I called them many times until I got a gentleman willing to take my details noted down.

You should call the number 03001232241 choose option 4 and then 1. Explain your situation and there is an officer nicely taking down your details. He can drive with his foreign license up to 12 months and buy insurance on his name. It is a bit more expensive than if he has a UK licence but not very much. He should get UK license as soon as possible.
