I haven't but a lot of other guys have done so on this forum. It really depends whether it puts any pressure or not, but in a lot of cases, they give the same copy/paste reply to the TD's as well. However, there is no harm in trying though.

Yes - That absence must be deducted in full (i.e. 48 days must be deducted from your residence before you apply). Gap between Stamp on Passport and Letter from INIS

My stamp was approved on 16/01/2013 and I got the stamp in my passport on 4th of February.

Can the above gap of 19 days be covered by the letter from INIS and do I need to submit a copy of the same?

In my personal opinion, you should re-appeal and that might also take some time, until you hear back from the immigration and after 3 months have passed, you can apply based upon de facto relationship.

Grace is right.
Even if the marriage was registered in Ireland, divorce can still take place in the Baltic country. My marriage was registered in Ireland, however, the divorce took place elsewhere. But the EU spouse must have an address in their country of origin (like Grace said above).
