Partner should not have applied for PSS in the first place. Why? They are free to apply, and this is recommended to expedite the spouses' application. The online application form does ask for details of ID card if you tick yes.

As spouse has renounced British citizenship then I believe you would have freedom to choose either. If not done then relevant person of Northern Ireland would have been only option.
