The EU citizen (with whatever EU citizenships they may have) does not ever need to leave the UK. Exactly the same applies to the non-EU family member.

If you are married to an EU citizen who is legally resident in the UK, then you are legally resident in the UK (based solely on your marriage).

No need to leave and enter.

I am curious. Prior to renouncing British citizenship, have you in the past primarily made use of your British citizenship or your Irish citizenship? When you needed to use a passport for identifying yourself when travelling and applying for a job, which would you use?

In general it is not needed.

Though the PR confirmation for EU citizens costs only £65 and so is cheap and easy to get out of the way now. If they reject your citizenship application saying you do not have PR then you may loose a larger application fee.

I am curious. Why bother applying for confirmation of your PR status if you are European? The only reason I can immediately think of is if you are Croatian or if you want to make a simpler application for Citizenship later.

Work to try to educate your case worker about your status under EU law. That involves clearly explaining why you have PR already.

And then ask that the application for your wife proceed.

Far from the case worker being inept, I would say she is potentially helpful and open. She could just reject the application, and instead she is engaging in dialogue with you. I am not even sure I fully understand the benefit of PR when done through the Singh route compared to the initial 5 year residence. In neither case does the EU (UK!) citizen need to be working. There is never a requirement that the non-EU spouse do anything specific, other than to be married to the EU citizen. They do not have to have money or a job.
