You will need to send your passport with FLR/EC so whichever country you are in when you do this, that will tell you which one to use.

The HSMP approval letter is valid for 6 months, however, you can only switch from WHM to HSMP once you have been in the UK for 12 months, so you are not going to be able to do this.
