Your wife doesn't need PR in order for you to apply for an EEA Family Permit. She does however, have to prove that she is exercising her Treaty rights in the UK as qualified person. You can request a Schengen visa as a spouse on Spanish citizen at any Spanish embassy in the world, I don’t know about Spanish law but Italy for example requires that the marriage is registered in Italy but it’s the embassy itself to do it.

If she has the the UK residence card there is no need for a Schengenvisa if she travels with you. Should she travel alone or with her mother she still needs a visa but it's not free. Thanks for the quick response dan1988uk. I have come upon the actual EEA2 application form and on it there actually is an option for us to not submit my passport. You can choose NO and state a reason to why not. Would you say this could affect the outcome of my wife's residence application? I guess...
