Yes my feeling is that this new points system will come into effect from 1st April 08 and will be with immediate effect, as with all the other changes the HO has bought forward over the last 24 months.

Last week the HSMP group met with Minister Liam Bryne, to discuss the issue of the 4 to 5 year change to ILR and other issues for the HSMP group.
He promised that he would get back to the group within a few days with his comments.

My sisters husband, who has been living in the UK for 6 years on a UK citizen dependant's visa or "Spouse visa"
Small problem! His visa has expired , making him a overstayer.
