If both are born in UK and one of their parents got ILR, you can register them both as British, and it i snot naturalization. It is called MN1 registration. You can apply online.

No, you need to wait till 5th October to apply online. It was different for ILR. And then you will need information of refrees while applying online and the can sign after you submit online. It is worth to note that this is primarily focused on STEM (Science, Engineering, Technology and Mathematics), so not all categories/course students will be eligible to apply. Though it is too early to speculate.

The Life in the the UK test is valid for life. If you lost your original pass certificate perhaps you can request for a duplicate one to be issued.

You are absolutely correct in your understanding. It needs some evidence that you are free from immigration control for which you can submit the ILR stamp on your previous expired passport. Should be fine. BRP is quite a recent thing.

Surrender certificate is send via courier/post to address in 5-7 days. There is nothing like same day service.
