It sounds like a bit of a slap for the High Court judge Barrett. Can't imagine he'll have a long and distinguished career after making such a error of judgement - not just that the judgement was bad, but that it had such a widespread negative impact.

This is well covered in these boards if you search. It's total time out, per year ("year" is counted from the date of application).

No, in answer to your inevitable next question, you don't count days of travel if you were in Ireland for any portion of the day.
