According to INIS, in May 2019 there were 763 applications still waiting from 2016 (out of 13,000). Do you have the link? And if you go back to December 2018, there were 768 waiting from 2016. So a reduction of 5 in ~5 months... at this rate it will take 60 years to clear! https://www.oireachtas.ie...

There are hundreds of TDs. Try another one. You're more likely to get a response from a TD who is not a Minister, and preferably an opposition TD as they have more time and motivation. Applied in august 2016 recieved seconed stage letter in december 2016.In june 2018 they asked to send copy of gnib and psc card to ceremonies team.i thought they ask for ceremonies team so might get soon but i was wrong nothing since According to INIS, in May 2019 there were 763 applications still ...

You can travel without a GNIB (or IRP as it's now known), as long as you have your approval letter.
