For maintenance, the funds should be instantly accessible. FDs by the very name imply they are locked away for a certain period like 2yr or 5yr & you incur a fee to terminate the deposit. Though 1yr allowance is legal, I suggest you to get UK license asap. The similarity between Indian & UK driving ends with being "left-hand side drive".
