Hello, 1 - Your brother has to be actually in France exercising Treaty rights in order to use the Directive to try to get an EEA residence for your mum. It may or may not work and it could be a lengthy process. But in any case, your brother has to show that he actually lives and pay taxes in France....

I think, those who holding resdidence cards and pre-settled status will not have to do anything after December 2020, I mean online status will be linked to residence cards. You are 27 years old and EEA national. Is this statement correct?

If it is, there is no reason to involve your father in the equation. On your own, you can go and apply through the settlement scheme.

I don't know for France, but some countries, have express visa appointments with TLS provided you pay extra. Like for UK: TLS have 2 calendars. The EU Settlement scheme seems more open about the definition of "Dependent Relative" who can be anyone from the family really.
