To learn under your supervision, she needs 2 things:

- A DVLA Provisional License
- An insurance for learners
- L signs on the car

I am not convinced she will find an insurance with a foreign license.

Hello Yes and no. If you are absent for less than 6 months then you come back, it's fine. She has 12 months with the US driving license.

But you will struggle to find an insurance on a foreign license. It's nearly impossible.

It's not possible to make an application with a passport then get the visa transferred to another citizenship passport.

I understand you would have to surrender the Indian passport. That's problematic if the visa is attached to it.

Go here immediately and update your address with the Home Office. It will take them time to update their records, but they will eventually do it.

Sending money is not a proof of dependency. You sent a money to an adult, maybe you have a business together or something. It's doesn't mean that money is for his basic needs.

It would have helped if you provided a full documented picture of his financial situation.

No, at Heathrow they just quickly scanned her EEA card and let her go. They didn't ask her about the EUSS status. I believe it shows up on their screen when they scan the EEA card. So they never raised the question about it.

My wife travelled with it and back in 2021 without any issue. Her status:

- EEA card valid until 2023
- Settled status

There was no issue boarding with the EEA card and entering the UK.

She doesn't have any card related to the EU Settlement Scheme.

4 - 5 time ESTA refusals + returned home from the airport by a US immigration officer (who probably updated your records with the immigration).

I wouldn't try to apply again for 5 to 10 years. Then if you apply for a visa, prepare to show strong ties to the UK.
