If you read the actual judgment, it says the court ordered the minister to reconsider because there was no clarification on what is considered strong bonds on Irish Association. Hi, You should apply stamp4 as soon as possible If child is living with you and he has Irish passport. You do not need father's signature if you dont live together. It has to be your local immigration office.

You have to prove that you are the father, they will consider your's country of origin, immigration history and relationship with your partner and may ask for DNA test.
