Well I am totally agree and I am also in similar situation. I agree once you applied for residance card you should be allow to work and they also issue certificate with permission to work and he also had this letter but they still refused his application I know ho is wrong but reconsideration can t...

Adquired permanent residence 17 of march 2018
your qualifing period for naturalisation 5 year start from 17 march 2014 to 17 march 2019.

Unless you were suspended pending the conclusion of your January application which succeeded in February 2011, the review is likely to fail.
