I did not have experience with your situation but what I tell is from reading the guideline and others' experience shared in this forum. So: Your wife is eligible to apply from 28/11/2018. If you read the guideline, you can see it states very clearly the caseworker must consider either: (i) the application date, (ii) the appointment date; or (ii) the decision date whichever is most beneficial to the applicant.
