Could someone tell if HO sends copy of decision via email, along with letter by post? From timeline it looks like people only receive letter via post. Wondering, what if letter is lost during postage? How applicant would know about decision?

Same here. Applied on 22 Nov, still nothing, though people applied in Dec started to get decisions.

Just popped in to my Council today hoping to make same trick as you did. I was politely sent to HomeOffice to find out status. They said, they don't disclose info if certificate with them or not.

Passport office just called. Apparently, I provided information with my american express card which isn't accepted by passport office. I asked question why fee deducted before decision and guy on the line said it's admin fee they take regardless decision result as they process passport application. ...

You still can use your expired IELTS test if it was provided for ILR application. If your qualification has run out Some recognised test qualifications only last for 2 years. I applied on 22th of Nov online. Visited NDRS+JCAP on 29th of Nov. HO received docs on 4th of Dec. Still no passport fee deduction.
