As mentioned above, I suspect that the child will have to apply under some other provisions of the Immigration Rules. They will need to pay the full fees and IHS for that. Nonetheless that doesn’t change what I said, they are not subject to immigration control and do not need to worry about claiming public funds. That does change what you stated, which was- If you have pre-settled status under the EU settlement scheme, you are not subject to immigration control there...

Just adding that even somebody with Settled Status will need to prove they are allowed to have public funds from the UK, just a British citizen or migrant with ILR has to do. You might be able to claim benefits if you’re from the EU, European Economic Area (EEA) or Switzerland and you live in the UK...

If you have pre-settled status under the EU settlement scheme, you are not subject to immigration control therefore claiming any public funds or support isn’t an issue.
