It is very unlikely HO will search for your NI number. That is another department of government and they dont search details in HO itself. You have to provide it. Out of curiosity, could you tell us which council u reside in. This is the first time I hear that council does not know about citizenship/naturalisation certificate. HO does not conduct the ceremony and the matter is passed on the the council. So this seems very odd.

My personal opinion, its too late to chase that document now. You will have to spend a lot of money getting a duplicate. The naturalization certificate is returned the next day by 2nd class mail if you have not paid for special delivery. But its ~ 2 years now and it is impossible to trace.

It is the personal decision of the referee to provide or not to provide their details. HO is not required to call or write the school asking for information.
The alternative you have is to find someone else who does.

If you are doing this to avoid applying for an Indian visa dont. In any case you would be applying for the child's OCI so it would be irrelevant.
