Considering ILR was granted 28 days before the completion of 5 full year for HSMP/Tier 1. Can I apply for BC following 12 months from ILR or must it be 5 full years + 12 months?

I do not think there is anywhere on the form where it says part of the requirement is to provide an employer's letter except you are on Tier 2 which you clearly are not on.
