Yes phone line is closed today.

The telephone helpline contact centre will be temporarily suspended on the 27th of February, 3rd and 5th of March.

I managed to get through and spoke to the office. So the line for that number is working, but really it is just a matter of luck...

Yes just keep trying. Sometimes I tried for more than 600 times on a Tuesday/Thursday morning and never got through That's what I was doing - dialling non-stop from 10 to 12:30 on Tuesday. You should check inis website or contact visa office first to find out if visa is required for your spouse. It can depend on where your spouse reside, what kind of documents she holds etc. If she needs a visa it is usually pretty straightforward process and it is free for family members of EU citize...

inis website said they wouldn't accept postal order so before going that route ask if they would accept it. I thought it maybe was an exception for NI residents.

I applied at about same time as you (end of March 2019). I received a request for PSNI check in August, sent it to the same address you did at the end of August and in 2 months received an acknowledgement letter stating they have received my correspondence.
