Priority services are available (as the OP has confirmed) for spouse visas, and other visas from abroad.

HO is unlikely to pass or give up such a cash cow.

It may not be common but the Rules allow for the 10-year route to be granted on entry clearance visas.

They claim in many entry clearance spouse visa refusals that they considered if the applicant qualified on the 10-year route.

It is not advisable that you apply before 01 June 2023 because you run the risk of having to make another FLR application to get the required 5 years before you get ILR. It appears only part of the decision letter was shared but it seems from what was shared they deemed the applicant did not meet the requirements and granted the leave with reference to GEN.3.2.(3) as mentioned in D-LTRPT.1.2. because of their child. If it was possible to post the full details of the decision leaving out personal details it could help clarify on what basis they reached their decision and granted the stay, and if necessary, request a reconsideration.

The applicant will be provided with a date by which they have to attend an appointment to provide their biometrics.

It's usually about 9 weeks from the application date.

It appears the OP is referring to changing their application to a priority service so as to get a decision, BRP card quicker.

You normally get given the priority option prior to or at the time of payment.

It is may not be possible to change this afterwards, currently.

Questions may be asked by the immigration officer such as if your wife has family members in the UK etc.

However, if admitted and based on the dates you've given, it shouldn't affect the spouse visa application.
