You got a reply already! It is the final decision you are waiting for and which the reply stated 21 June 2024 baring any special development.
That others got decision on PAP earlier does not indicate when yours will be.
Aim your expectations towards date given.

At the moment the eVisa is by email invitation from HO, if you don't get the email you can not apply. As the months progresses it will be fully rolled out. If you have used it successfully before, then it can be reused. Lots of people have successfully used their NARIC documents to show meeting English language requirement in the ECCTIS era without hassles.
After Brexit NARIC became know as ECCTIS, change of name.
