My mistake. For the passport you can send a notarized color copy of the FBR ceftificate.

Per DFA.ie website:

Original FBR Certificate or a certified colour copy (certified by a solicitor or notary public)

No. You must send the actual certificate.Always make a good copy For yourself before you send it too.
