When ID's are notarized it's best to add a declaration statement . For me it was like this: I, ( full name on ID), declare that this is a valid, true copy of my official US passport. I Don't believe you can send via FEDEX or UPS. I wanted to do that but agent said they won't deliver to a PO Box so I had to send mine USPS priority international.
