Certainly is! Free money is always nice. I'd also suggest looking at a Lifetime ISA if you haven't already. Depending on your circumstances, ability to pay in and when you plan to buy, you may get more out of it.

I have a spouse visa and had no problems setting one up. As the requirements state only residence in the UK is required to be eligible, I don't think it is considered public funds for the purposes of the visa.

Others here are more knowledgeable on NOC letters than I. Since your partner is searching for flats rather than you joining him in a current one, you may be better off just asking to be included on the tenancy agreement, if possible, as I don't think you'd need an NOC letter in that case.

General advice would be not to include anything date after the application submission date as it won't likely be considered. You would be expected to meet any requirements prior to submitting an application.
