When I did it I sent Part 2 signed and sent Part 3 blank or wrote "Not Applicable" across it and I had no issues. I think they just want to confirm they aren't missing something they should have and having Part 3 included, even if blank, helps demonstrate that.

They wouldn't grant her a youth mobility scheme visa on the basis of her living with a long term partner, they would grant it on the basis of meeting the requirements for that specific visa (the relationship doesn't factor into the requirements for this visa). In order to satisfy part (ii) you only need to provide any payslips from salaried employment in the previous 12 months; it does not specifically state 12 months of payslips are required.

I included a list of 15-20 family/friends (generally people I was closer to and maintained contact with) and didn't have any issues. I think they just want you to demonstrate you have relationships in your country of origin (and probably less likely to provide deceptive information in an application).

There is no way I know of to change the details of an application or add additional evidence after submission. At the discretion of the officer reviewing the application, they may ask for additional details/evidence.
