Yes. As a person married to an EU citizen, you have the automatic right to work even without applying ever for EEA documentation (the documentation is done to prove your right to work, not to acquire it).

Almost the same happened to my husband (Dutch) just a few days ago. Well, he wasn't forced (he actually already has Pre-settled) but he was asked by HR to bring "something" before 31st of Oct.

I don’t know for sure but I don’t see how they gonna check it? Questions re accommodation are not part of visitors questionnaire as far as I remember.

From what I know, as non EEA without prior BRC (I assume?), your wife should have receive a BRC. This is what I read on this forum at least.

If there's no mention of that anywhere in her emails, I would suggest calling EU Settlement

Most of the times it is the "ties to home country" part which proves to be the most difficult. I don't see in this reply anything re inability to pay for the visit. The last few lines of the refusal relate to concerns about working or accessing funds in order to have sufficient funds for the visit ...

Someone else can accept and sign for it at your home address. There is no guarantee that it will be delivered by Friday.
