In the UK, probably not. I havent had to sign for mail in a few years now. Including all FBR stuff & passport/passport documents.

Mr Knight is right. Make a Stautory Declaration and get all marriage certs. Just post them (with application number). Assuming your claim is valid what do you have to loose?
