As he is still under 65 and as he's been working until now so not mainly financially dependent on you, I would suspect it is highly unlikely that he would be granted a visa.

Unmarried partner visas are hard to get, and to get them you have to prove that you have been living together for at least the last 2 years in a relationship like a marriage so she stands no chance of getting one legally.

no 2 is not an option, as you have to apply.

Without knowing your full details it's difficult to say if 1 will work, though if you can afford the visa fee why not try it first, and if it doesn't go for 3?

It's not actually 28 days before your visa expires, it's 28 days before the day you would have been in the UK 2 years. So in your case you can apply for ILR any time from the 9th August until the date your visa expires.

There's no minimum period, so there is no problem with her coming back.

The only rules/guidance are that visitors should normally spend less than 6 months in the UK within a 12 month period and no visit should be more than 6 months.
