Don't think FLR is a option either as the form states if you are applying for an extension of stay even though you have completed or are completing 2 years’ leave to enter or remain in the UK as a partner you must provide 20 letters and/or other documents.

You are a British citizen aren't you? If so the Greek embassy should not be asking your husband for anything more than proof that he is married to a British citizen (ie your passport and your marriage certificate). They have no right to ask for details of travel plans, finances, accommodation, etc.
There must have been more to the reason than just the words "balance of probabilities" as all that means is that something is more likely to be true than not true.
