I will add though that if you did get avisa issued by the french embassy it should allow you into spain first.

not sure I would recommend it as it may limit your chances of getting a visa from the french embassy in the future.

If you are talking about registration then none will be refunded. If you are talking about naturalisation then the cost of the cermony will be refunded (use to be £80, though might have increased).

Personally I reckon reasons 1 and 2 are only sub-reasons for the refusal, and wouldn't have caused the ECO to reject your mother's application on their own - the ECO mentioned them just to strengthen his case for the refusal. he shouldn't have a 27 month spouse visa if you aren't married. he should have a 6 month fiance visa or maybe a 27 (I think) unmarried partners visa if you have been living together for more than a couple of years.

I'm thinking of just going with the first option. We will travel via ferry and I noticed on the schengen visa there is a admin box that says where the application was made, and one of those boxes says "Border" I'm assuming worse case scenario they will make us fill the paper work in at the border.....
