My understanding was there was only to be a 5% reduction in number of visas issued - is this correct?

Maybe their is a deluge of people panicked by the current and impending changes? Or is it a case of their being a low number of applications ayear ago because of the masters requirement?

Overstaying in itself should not be classed as contriving to frustrate the rules - there must be aggravating circumstances. It sounds like your refusal is not justified on these grounds.

In hindsight it is, but I think the OP was getting confused between an ordinary masters, and an MBA, with both being distinct in relation to Tier 1 points awarded.

An MBA is not a masters.

Use the PBS calculator, it gives points for a Bachelors. Rules were changed in April this year.
