That was an error, She can apply from 30th Oct., 2023 not 2024.
That would make it 4 years 11 months since she "Entered the UK".

Have I missed information on signing the family consent document for ILR or is it not required?
For ILR, that form doesn't exist.

I believe it might be because once you've done your time and meet the requirements, the natural progression is ILR.
