I have a different view. The partner has not lost his PR status by becoming British (and losing his Austrian citizenship). Whatever the name change, provide it in full in the 'name at birth' field and supply supporting evidence like: a deed poll, a marriage certificate, a birth certificate - whichever is applicable.

do we have a right to sue UKBA if we do not receive the RC in time they stated in CoA (i.e. 6 months) ? If you have sufficient grounds to do so e.g. loss of employment/earnings/business, substantial disruption to family life e.t.c. You may also wish to escalate the UKBA's non-compliance with EU law...
