A. If she has previously applied and failed to get a settlement visa on 3 occasions then this is likely to have an impact on her ability to get a student visa

B. yes maintenance funds would still need to be shown.

Your application has been delayed because of your previous use of deception to obtain leave.

Did you declare your deception in your tier 2 dependant visa application?

When did you leave the UK? Was this voluntarily and at your own expense? When did you marry your wife? Do you have children?

If you are applying from outside of the uk then it's only your partner's income that will count not yours. She will need to she has been earning the required amount over the last 6/12 months and that she has a job offer starting within 3 months of returning to the uk earning the required amount.

Whether or not you have discretionary leave or leave on long residence grounds (which is what 276A covers) your wife won't qualify for a visa as your spouse until you have ilr.

If you submit an application as an overstayer then you continue to overstay while the application is outstanding. Making an out of time application does not stop the clock on the overstay.

If your appeal was granted on article 8 grounds then you would've been granted discretionary leave outside the rules. You can't bring your wife until you have ilr.

No they will list it based on your address not your solicitors. They will not move the hearing to London because your solicitor is based there. It is your choice to instruct solicitors in London and your solicitor could equally instruct a barrister in the north to attend the hearing.

A PGCE is nqf level 7. Nevertheless it is up to the university whether they can issue you a CAS.
