your dates don't sound right. if your course started late august/early September and was due to finish on 22nd July you would only have been issued a visa for two months after the end of the course, not 6 months. I also don't understand why your university would report you for finishing 3 days early...

the date of the application is the date you submit it online and pay the fee not the date you hand in the documents. you need to have the money for 28 days prior to the date of application.

The IHS has nothing to do with whether a person pays NI or tax. almost all non eea migrants now pay it as part of their visa application even if they are coming here to work (eg on a tier 2 visa). your wife isn't entitled to a refund.

your new application will be based on its merits. you need to declare the refusal in the visa application.

all leave granted including the "wrap around time" before and after the course is now counted towards the limit however there is a concession in the guidance for caseworkers whereby you wil still be granted leave beyond the 5 (or 6 year limit of this applies) as long as you will be not be given more...

You are only exempt if your partner is exercising treaty rights (eg working) in another EU state where you are both living and you are returning to the UK from there. if are currently in Australia and your partner is in the UK you won't qualify.
