Oci is valid for life time and hence there is nothing called oci renewal. Stay in india for 5 years and you are indian citizen again. Spoke with the NCS again to verify. The NCS has a special agreement with the Home Office. There is a general checkbox/list they check that essentially confirms everything's okay with the application; reportedly nothing specific about driving licenses. Thus they normally don't send a driving license...

I search dowry death instead and i get every hour a woman dies in India due to demands placed on her family as a result of the dowry system.

You are not British citizen till you attend the ceremony and no certificate before that. Attending ceremony is in your own hand, you can decide when you do that within 90 days of receiving approval.
