Parking tickets are not issue.

FPN you have to mention them does not matter if it's 10 year old or 20

If you already sent application you can send letter to them that to forgot to mention these FPN

Did you mentioned that court case in your application?

When did you made application and when did you get refusal letter?

Then it should not be issue, no requirment for employment or taxes for BC. Just mention your employment and self employment.

All you have to do provide them 5 years proof if residance

If you are eea national then you still need to prove 5 years residance from 2013 to 2018 But it's nothing to do where you had to prove continuous employment for past 5 years for your eea ilr But if you non eea then your passport will cover 5 years of residance in that case you don't need to include ...

It's really depends if EEA national had premenant residence card then they should not be get refused

But of they don't have PR then off course they will not qualify for PR and BC will also effect

Judging by the processing timeline threads it usually take no more than a week from passport fees deducted to the approval letter arriving. Did they mentioned that you been working before they issued you residence card?
As long as you applied residence card you allow to work legally they are totally wrong on this matter
